Huge rush for Aadhaar card speaks of its success [Varanasi]



VARANASI: Waiting patiently for his turn to get registered for unique identification card (UID card), Jamal Akhthar, a resident of Madanpura, appeared a relieved man as he was one of the 50-odd people in the city who got registered for UID card, also known as 'Aadhaar card'.
To his utter surprise, all the formalities related to registration, including filling up of enrolment form and biometric verification that included finger impressions of all 10 fingers and iris capture, took less than 10 minutes and he was provided with the counterfoil of information details carrying his signature after proper verification. "If all formalities like proof of identity, address and date of birth are established with the help of original documents, it is a simple procedure that does not consume much time," he said after coming out of the building housing the office of Alankit Assignments Ltd (AAL), the firm that has been authorised by Unique Identification Authority of India (UIDAI) to start registrations for issuing Aadhaar cards in the city.
While a long queue of aspiring residents could be seen at the office located in Pandey Haveli (Madanpura) area, the rush for registration for issuing Aadhaar cards with 12-digit unique number spoke volumes of the enthusiastic response. "We started enrolment for registration only five days back (from June 10 onwards) and 70 persons are being registered for issuing Aadhaar card each day. A total of 350 persons had received the card till Wednesday," said Rajesh Kumar Jaiswal of AAL while talking to TOI. "We expect the strength to increase in the days to come as more people become aware of the utility of UID or Aadhaar cards," he added.
It may be mentioned here that the UID card is fundamentally being prepared to identify Indian citizens so that better security can be provided by identifying illegal immigrants and terrorists. However, the real power of the card is in its ability to provide ease of identity establishment to Indian citizens when accessing a variety of governmental and private-sector services.

As per Rohit Singh, UP head, AAL, the card would be issued to all residents, including a child of one day, and efforts are being made to cover the entire population of the state. As far as biometric database of children below five years is concerned, it is exempted from finger impressions and iris capture and only photographs of such children would be taken. Also, the Aadhaar card for children below five years would be issued if their parents carry Aadhaar card, he added.
It is also worth mentioning that Aadhaar card is going to be accepted as proof of identity for availing subsidies on food, energy and education to people who are entitled to receive them. Also, the likely benefits of the card would be in getting new telephone, mobile, electricity, gas or internet connections besides getting a passport, driving license, electoral card and tracing family genealogy.
What is Unique Identification Number
Unique Identification Number (UID) is a recently finalised initiative by the Government of India to create and manage a centralised identification system for all the citizens and residents of India, which can be utilised for a variety of identification purposes. The Unique Identification Authority of India (UIDAI) is notified as an attached office under the aegis of the Planning Commission. The authority has announced a new name and logo for the project called 'Aadhaar'. It is also responsible for implementing the envisioned Aadhaar, a multipurpose national identity card or Unique Identification card (UID Card) project in India. Established in February 2009, it will own and operate the UID database. The authority will aim at providing a unique number to all Indians, but not smart cards. The authority would provide a database of residents containing very simple data in biometrics.

Aadhaar card now a must for Hyderabad






Hyderabad, July 15: In a major policy decision, the state government has decided to release all welfare benefits only through the Aadhaar card. Chief minister N Kiran Kumar Reddy on Wednesday instructed the officials of the civil supplies department that they should ensure that the beneficiaries of the various state government welfare schemes possess Aadhaar cards for getting ration, pensions, scholarships and Indiramma housing.
Andhra Pradesh is leading in Aadhaar card enrolment in the coutry. Till date, 1.80 crore persons have applied for the 12-digit unique number and a record number of 42 lakh Aadhaar numbers have been generated by the first week of July. According to sources, the Unique ID authority has instructed the departments concerned to complete the work on Aadhaar cards in all the 23 districts by March 31 next year.
Since the Aadhaar card records the iris and ten finger print impression of the beneficiaries, the state government feels that there would be little or no chance for bogus entries. “While the total population of the state is not more than 8.4 crore people, there are more than 2 crore ration cards. At the rate of four members per ration card holder, the total population of the state as per the civil supplies department records exceeds the actual population, implying that there are many bogus or duplicate cards in circulation. With Aadhaar, the menace of bogus cards should be curbed,” said one official.
The various welfare schemes being doled out by the state government are costing the exchequer more than Rs 30,000 crore every year. By making the Aadhaar as mandatory for all welfare schemes, the civil supplies department hopes to cut down on the expenditure. “For example, if the bogus cards are weeded out, the state can save at least Rs 2000 crore on rice subsidy,” said sources.
The Unique ID authority recently wrote to the oil companies to insist on Aadhaar card for new LPG connection. Civil supplies department hopes that this move would effectively reduce illegal connections in the future. The Aadhaar programme is nearing completion in seven districts in the first phase while the process has begun in the remaining districts in the second phase. There are around 4,000 enrolment centers in the state and the number would be increased soon. Maheswaram in Ranga Reddy district will be the first assembly constituency in the state where each resident will possess Aadhaar cards.
